Patient privacy is of critical importance to the Rochester RHIO. As a New York State funded non-profit organization, we turn to the State Department of Health for guidance in applying the rules of HIPAA and State privacy regulations to emerging health information exchange operations. In this new arena, state policy is still under development.
With the hard work of privacy officers from area hospitals, legal counsel, and community participants and patient advocates we have developed privacy policies that consider the patients rights and expectations while balancing the needs of healthcare providers in the community.
A foundational premise is that patients will choose whether to participate and that they should be fully informed of the capabilities of the online health information exchange.
